Since neither of those projects are part of Xen Project, I'd suggest pursuing them individually.
It appears that Open Xen Manager has a page here:
And XenCenter is part of XenServer, so I'd suggest one of the support mechanisms described on XenServer.org.
You might also want to investigate Xen Orchestra. They are actively developing their web interface (so much so that they are presenting at this year's Xen Project User Summit in New York on September 15) and their project page can be found at:
These communities should be able to describe how to create users to use their software.
